The Resident Cards: The alien registration card (gaikokujin toroku shomeisho) had been replaced with a Residence (zairyu) Card embedded with an IC chip in Jul-2012. All foreigners legally residing in Japan for more than three months will be required to hold a Residence Card and carry it with them at all times. Previously, local authorities issue alien registration cards to illegal residents, but under the new system only legal residents will be able to obtain a Residence Card. Holders of the residence cards are registered in the Basic Resident Register and the IC chip enables the central government to uniformly monitor their whereabouts and potentially pickup infringements such as failing to report an address change, etc.
The Residence Cards will be issued to eligible foreigners newly entering Japan when they pass through Immigration on arrival.
